INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. The majority of individuals, who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.

SUMMARY OF DUTIES:
Responsible for monitoring of self determination contract and grants for the award, administration and management, modification, and close-out of all self determination contracts and grants administered within the auspices of the Agency.
Provide advice and assistance in all tribal government matters, tribal funds and tribal operations program and assumes responsibility for coordinating and executing matters for which policy and procedures are established.
Provide technical advice and assistance in the field of tribal operations for achieving effective tribal organization and government to implement the provisions of Public Law 93-638.
Provide technical assistance and guidance to tribal groups in determining manner of enrollment, eligibility for enrollment, issuance of certificates of degree of Indian blood, and process appeals at Agency level.
Prepare and review budget estimates and justifications for Tribal Operations functions.
Maintain close working relationships with Tribal governing bodies, Indian leaders, and individual Indians regarding tribal programs, Bureau programs and policies.
Provides recommendations on election referendums regarding amendments to Tribal constitutions and provides technical assistance.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301).
GS-11: 1 year of specialized experience equivalent to the GS-9 grade level in the federal service in administrative work primarily in areas of tribal government, tribal enrollment, tribal budgets, judgment funds, investment planning, tribal attorney contracts, and related functions; development and planning of performance plans for Tribal and/or government programs to ensure compliance with all applicable regulations and procedures. These examples are not all inclusive (please refer to the summary of duties for specialized experience). OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-9: 1 year of specialized experience equivalent to the GS-7 grade level that include the development and planning of performance plans for Tribal and /or governmental programs. Planning and carrying out assignments with little or no supervision. These examples are not all inclusive (please refer to the summary of duties for specialized experience). OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-7: 1 year of specialized experience equivalent to the GS-5 grade level which involved providing administrative support in the collection and analysis of budget, financial and performance data, to ensure program accountability. Examples of such experience may include work in areas of tribal government, tribal enrollment, tribal budgets and judgment funds. These examples are not all inclusive (please refer to the summary of duties for specialized experience). OR 1 full year of graduate level education or superior academic achievement.
SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
