Major Duties Advises senior level management on development of outreach campaigns, communication plans and strategies; Plans, develops, and produces a variety of materials and publications including print, visual, web-based, multimedia, and video materials to convey information about the VA to a variety of stakeholders; Serves as a content manager of VA Medical Center's Internet and Intranet; Serves as agency spokesperson in the absence of the Public Affairs Officer; Executes special events, coordinates high profile visits, and supports outreach to veterans not enrolled in the VA health care system; Analyzes internal communication needs and develops publications or other information materials for staff, patients, volunteers and others who contribute to VA effectiveness and responsiveness; Utilizes responsibility for the development, coordination, implementation and maintenance of public affairs and community relations programs; Serves as a VISN point of contact for the media and public information inquiries and as the liaison with other medical centers, central office and veteran organizations in the areas of public information and community relations; Interacts with top officials of public and private sector; Undertakes other assignments, such as speech writing or coordination of special events/projects; Coordinates the production and dissemination of information, material and where necessary, works with contractors who design, write or produce materials for the Medical Centers in VISN 19; Responds or prepares responses for the director; Develops and utilizes a variety of methods and techniques in achieving communication goals, such as news releases, radio and television scripts, personal appearances, brochures, pamphlets, etc.
Provides expertise in planning and implementation of special events, ceremonies, open houses, tours, and other activities; Prepares briefing packages and slide presentations for VA guests; Prepares and updates brochures on the VA, its personnel and activities; Initiates public affairs correspondence, prepares information packages, conducts tours and other related tasks for special visitors and dignitaries, organizes select ceremonies, and writes speeches, as appropriate; and Performs other related duties as assigned.

QualificationsTo qualify for this position at the GS-12 grade level, applicants must meet the following requirement:
SPECIALIZED
Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a GS-12 VA Public Affairs Specialist, and that is typically in or related to the work of the position to be filled.
Qualifying specialized experience includes:
overseeing day-to-day public affairs activities; serving as a facility spokesperson; responding to media inquiries; developing and managing internal and external communications, web site content, publications, etc.
; briefing members of the general public, media, etc.
; resolving complex public affairs problems; and coordinating special events, press conferences, etc.
NOTE:
Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Additional information Physical Requirements:
Work is generally sedentary with walking required during visits and tours of the Medical Center.
Flexibility is required to accommodate events and activities occurring in other than normal duty hours.
Mobility is required in terms of staging and assisting staff with equipment and other required materials.
Receiving Service Credit for Earning Annual (Vacation) Leave:
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
This credited service can be used in determining the rate at which they earn annual leave.
Such credit must be requested and approved prior to the appointment date and is not guaranteed.
