SUMMARY OF DUTIES:
As part of the application process, you are required to respond to a series of questions designed to assess your possession of the following knowledge, skills, and abilities:
Serves as the on-site construction engineer of the Eastern Oklahoma Region, Division of Transportation Services (DOTS).
Coordinates the field activities for the Construction Branch, DOTS.
Assists in coordinating and monitoring construction projects that may occur simultaneously.
Employee is the primary engineer on-site in most cases, ensuring that the professional and technical aspects of the proposed or actual construction requirements and specifications are being met.
_EXPERIENCE AND EDUCATION REQUIREMENTS_ : (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-0810 Civil Engineering Series, IOR for GS-800: All Professional Engineering Positions, and/or BIA Excepted Standards, GS-0810).
_BASIC REQUIREMENTS FOR ALL GRADES_ :
1. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR -
2. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. _Professional registration_--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2. _Written Test_- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3. _Specified academic courses_--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
4. _Related curriculum_--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
_ADDITIONAL EXPERIENCE REQUIRED_ : In addition to meeting the basic entry level qualification requirements, applicants must have the following:
_GS-12_ : 1 year of specialized experience equivalent to the GS-11 grade level in the Federal Service such as performing engineering work in construction and maintenance programs for buildings, facilities, bridges, major structures, roads, etc.; design and prepare project plans and specifications; establish inspection requirements; develop hazard reduction program; and provide engineering expertise and technical guidance on various topics.
_GS-11_ : 1 year of specialized experience equivalent to the GS-9 grade level in the Federal service that included the performing of professional engineering work related to the development, design, planning, construction, and maintenance of transportation projects. _OR_ 3 years of progressively higher level graduate education leading to a Ph.D. degree _or_ Ph.D. or equivalent doctoral degree.
FOREIGN EDUCATION: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.
Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evalution upon request. Failure to provide such documentation when requested will result in lost consideration.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. OTHER: Incumbent is required to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver's license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

Under category rating, applicants who meet basic minimum qualification requirements established for the position and whose job-related competencies or knowledge, skills, and abilities have been assessed are ranked in two or more predefined quality categories. The final certificate will group applicants into the top category, applying veterans' preference as appropriate, instead of ranking the applicants in numeric score order.

BEST QUALIFIED: Applicants that possess all of the job related competencies identified as important for successful job performance.
WELL QUALIFIED: Applicants that possess a majority, (i.e., more than half but not all) of the job related competencies needed for successful job performance.
QUALIFIED: Applicants meet the basic eligibility and minimum qualification requirements but do not meet the definition of Best Qualified or Well Qualified as described above.
Preference eligibles are listed ahead of non-preference eligibles within each quality category. Veterans' preference is absolute within each quality category. Compensable veterans (CPS and CP) will "float" to the top of the highest category regardless of their final rating, except for Professional positions at GS-9 & above where they would be placed at the top of the category determined by their final rating. Non-compensable veterans (XP and TP) will go to the top of the category provided their final rating meets the cut-off rating for that category.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
