Administrative Officer (Surgery)

Duties Include but not limited to:
Advises management officials of Surgical services, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas. Provides a broad range of management and staff assistance to the Surgery Chief, section chiefs and the Chief of Staff and is an active, high level professional, provides management support of specialized activities directly supporting the Surgery Service programs, and serves as chief advisor. Compiles and analyzes facts, develops plans and performs extensive coordination. Prepares and oversees comprehensive reports with findings and recommendations based on varied management and administrative considerations. Serves as the Contracting Officer Technical Representative and provides assistance to Acquisition and Materials Management Contracting Representatives regarding community contracts and agreements. Ensures the Surgery services achieve a balanced program, with maximum utilization of space, equipment, manpower, and funds. Management oversight of the Surgery Services including:
Anesthesia, ENT, General Surgery, Ophthalmology, Optometry, Orthopedics, Plastic Surgery, Podiatry, Urology, Acute/Chronic pain and Vascular Surgery. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Responsible for independent formulation of yearly budget for both service lines. Manages the overall supply needs, services, material movement, and real property for the services, tracks and pulls data, creates reports for all supplies, including surgical instruments. Provides administrative planning and oversight for a variety of special and continuing programs such as the, the Freedom of Information Act, and the Privacy Act. Advises the Surgical Compensation Pay Panels and Market Pay Panel/reviews in making salary determinations based upon a comprehensive understanding of 1) the VA Handbook 5007 and the complex rules that govern Surgeon and Anesthesiologist Pay, and 2) the applications of the authorities available to invoke supplemental pay for highly competitive, difficult-to-recruit medical specialties. Keeps the Chief(s) advised of recruitment and retention matters that may have a deleterious impact on patient care, recommends corrective actions, and must have a full and complete understanding of VHA Directives and Handbooks. Stratifies pay plans in order to maintain pay comparability and equity across all System sites. Promotion Potential:
The selectee may be promoted to GS-11, the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. The grade may have been in any occupation, but must have been held in the Federal service. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. NOTE:
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have I have a master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Applicants may also combine education and experience to qualify at this level. I possess an equivalent combination of successfully completed graduate education and specialized experience as described above to meet total qualification requirements for this position. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
