The duties of the Safety and Occupational Health Manager include, but are not limited to the following:
Manages a staff of interdisciplinary specialists responsible for program areas of Emergency Management, Industrial Hygiene, Decontamination and environmental Safety and Health & Safety, which includes staffing, budgeting, procuring and training. Assigns programs and assures that each level is participating fully in the program and evaluates safety requirement proposed for future facilities and new equipment procurement. Manages the Emergency Preparedness/GEMS Coordinator who is responsible for coordinating the staff involved with Emergency Preparedness and GEMS to ensure programs are developed and implemented in accordance with VHA policy guidance. Serves as program management expert for the Eastern Oklahoma VA Health Care System (EOVAHCS), with responsibility for providing leadership, guidance, technical assistance and evaluation for matters involving decontamination, emergency preparedness, environmental technology, safety and industrial hygiene compliance, including environment management systems. Responsible for assuring compliance with all applicable heath, safety and environmental rules, regulations, codes, directives affecting the Medical Center, including but not limited to those set forth by NFPA, OSHA, EPA, CDC, NIOSH, The Joint Commission and the VA. Develops safety criteria to eliminate or control serious hazards encountered in the construction, operation and maintenance of healthcare facilities. Plans, organizes and conducts a facility-wide comprehensive inspection activity, evaluates the effectiveness of occupational safety and environmental requirements in the work environment, assesses the degree of compliance with applicable regulations and standards. Develops promotional and educational activities to promote stakeholder awareness of the EOVAHCS and CBOCs environmental issues, occupation safety and industrial hygiene, decontamination and fire protection/prevention principles. Investigates accidents, employee exposure incidents and employee health problems which may arise from hazards in the work environment. Provides extensive technical advice on proposed abatement procedures. Reviews architectural and engineering drawings for new building construction, and major renovation to all facilities and recommends changes as necessary to obtain compliance with standards and minimize risks to human life and damage to property. Provides expert technical advice and guidance to senior management officials in the appropriate application of technology to VHA's mission as it relates to environmental issues including GEMS and safety compliance issues. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work requires inspection of all EOVAHCS and CBOC buildings, grounds and a wide variety of physical structures necessitating considerable walking, prolonged standing, and climbing. Personal protective clothing and equipment may be necessary on occasions.
