Veterans Service Rep

Conduct interviews in person or by telephone with veterans, representatives, and advocates. Inform the claimant of all evidence requirements needed to further process a claim for benefits and/or services and assists claimants with completion of the application and other forms. Review, control, process, or route incoming mail and evidence received from all sources. Make determination on questions relating to adequacy of military service, adequacy of medical evidence and lay testimony to establish a claim, and evaluate evidence of income, net worth, employability, dependency, and relationship. Analyze, develop, and request required evidence for the claims requiring a rating decision. Analyze, develop, and request required evidence for claims not requiring a rating decision such as accrued benefits, apportionment decisions, and dependency. Serve as an Authorizer reviewing all required work of the other Veterans Service Representatives when a second signature is required. Review cases to assure all issues have been addressed and apply and interpret VA laws, including veterans case law, existing statutes and procedures, precedent rulings and state law in the adjudication process. Make administrative decisions and special determinations relating to qualifying military service, character of discharge, domestic relations, contested claims, homicide, presumed death, line of duty, or willful misconduct, corpus of estate and apportionment decisions. Explains a final decision if veteran expresses an indication of dissatisfaction with a determination (filed in person, by telephone, or by mail). Provides training to other Regional Office employees and service organization personnel, as requested. Work Schedule:

Not Required To qualify for this position, applicants must meet all requirements by the closing date of this announcement. TIME-IN-GRADE REQUIREMENT:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served at least 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. MINIMUM QUALIFICATIONS REQUIREMENTS:
You may qualify based on your experience and/or education as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience is defined as work that involves:
(1) Interpreting laws and regulations to adjudicate claims, (2) Analyzing and developing evidence to determine benefits or apportionment decisions, (3) well demonstrated writing skills in preparing statements, correspondence to members of congress or special interest groups, or explaining final claims decision. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related. OR, Combination:
Combinations of successfully completed graduate level education and experience may be used to meet total qualification requirements for the grade levels specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements:
The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
