Health System Specialist (EA to the Director)

Duties include but are not limited to:
Providing support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations throughout the Medical Center. Rendering advice on operational policies and assures these policies are coordinated with, and in support of, field operations. Assuring that operational policies are coordinated with and in support of administrative functions in coordination with the supervisor. Using initiative in organizing and accomplishing the responsibilities that have been delegated. Working closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems. Addressing specific problem areas and applying a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems within the Medical Center. Exercising broad latitude and provides senior expert level advice to senior personnel, and agency officials concerning complex, novel, and unusual healthcare issues which may arise in that involve a Congressional interest. Serving as a representative of the Director and on occasion other Executive Leadership members with Congressional Staffers, Community Stakeholders, and Veteran Service Officers (VSO). Collaborating in a team-oriented, customer-driven, professional environment to develop newmodels of care that emphasize prevention, improve access and coordination of Veteran healthcare. Developing position papers and decision documents representing the organization on a variety of complex and sensitive issues such as the quality or timeliness of Veteran care issues within the system or at times, issues of Congressional or media interest that have significant national impact (e.g. quality and safety concerns or involve several functional areas). Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Ability to work well with all elements at the Medical Center and represent the Director when necessary; Must have a wide range of knowledge on health care administration with special emphasis on health system performance measures and demonstrate sensitivity to matters of affirmative action; Very experienced in the application of a wide range of quantitive and/or qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration; Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; Working knowledge and experience with other programs and key administrative support functions within the employing agency or in the other agencies; Working knowledge and experience of administrative and managerial processes unique to the agency and veteran health initiatives, such as budget distribution models, emergency management, Joint Commission, compliance, etc. OR, Education:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is basically sedentary; daily walking is involved to and from meetings and to from face-to-face interaction between the Executive Assistant, Director, and other members of the Health care delivery team. The work is primarily performed in an office or conference setting; however, facility inspections and construction areas are required. The check will bounce and the victim is left responsible.
