Occupational Therapist (Clinical Assessor)

Duties include but are not limited to:
The primary function of this OT Clinical Assessor is direct patient care, including completing functional assessments to a diverse population in outpatient and community settings within CSP Program of Comprehensive Assistance for Family Caregivers (PCAFC). The incumbent will complete functional assessments of Veteran applicants utilizing a prescribed instrument The Veteran Functional Assessment Instrument (VFAI) and other assessment tools to determine if a Veteran applicant requires personal care services from a caregiver due to inability to perform an activity of daily living (ADL) and/or due to the need for supervision, protection or instruction. In addition to completing the VFAI and other assessments, the incumbent will engage in interprofessional collaboration with:
social work, nursing, PT, OT, PACT team, MD, PA, DO, NP, psychologists, counselors and a variety of other medical professionals. In addition to completing assessments and interventions within the medical center, the incumbent will complete home visits in the community to determine Veterans' and caregivers' needs within the home. The incumbent will support the staffing needs of the medical center and will complete other duties as assigned from CSP Program Manager. The incumbent will accept and respond to OT/CSP consults and document evaluation and treatment in compliance with CSP and Occupational Therapy policies. The incumbent will complete Veteran functional assessments, including the VFAI, for the PCAFC. The incumbent will possess skill in independently utilizing appropriate screening and standardized and non-standardized evaluation tools required to appropriately provide and direct the OT care plan in multiple settings. The incumbent is responsible for the independent comprehensive assessment of functional and occupational roles and provide direct intervention with varying degrees of complexity to enhance safety, wellness, participation, and performance in all areas of occupation (ADLs, IADLs, work/play, leisure, education, social participation, and rest/sleep) of Veterans referred to the Caregiver Support Program. The incumbent will demonstrate knowledge of and ability to independently apply clinically appropriate assessment techniques and treatment interventions to address and evaluate all aspects of the occupational therapy domain:
occupations, client factors, performance skills, performance patterns, contexts, and environments. The incumbent will be able to utilize standardized and non-standardized assessment methods to communicate information to the Centralized Eligibility & Appeals Team (CEAT) and interprofessional CSP team about Veterans' and caregivers' functioning. The incumbent will demonstrate the teaching skills required to provide education to Veterans, family members, caregivers, students, and other healthcare professionals. The incumbent will demonstrate the ability to effectively communicate, both orally and in writing, with Veterans, family members, supervisors, caregivers, students, and other healthcare professionals. The incumbent will establish and maintain contact with other health care providers involved in Veteran care via written, telephone, and personal communication on a regular basis. The incumbent will participate in interdisciplinary care planning conferences, as assigned. The incumbent will perform comprehensive written documentation of evaluations/assessments, progress notes, and discharge summaries. The incumbent will ensure documentation is consistent with regulatory bodies and accrediting commissions, VHA policy, and facility directives regarding content and timeliness. The incumbent proactively communicates with Prosthetics and Sensory Aide Services (PSAS) to address Veterans' needs for adaptive/durable medical equipment, orthoses, and prosthetics devices, in accordance with facility policy. The incumbent documents Veteran functional assessments for PCAFC in a timely manner and communicates information from assessments to the interprofessional CEAT for timely processing of the application. Experience:
(1) The individual must meet at least one of the following requirements below:
(a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE:
The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. OR, (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE:
The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. OR, (c) Master's Degree or higher in occupational therapy.(2) Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Candidates must possess a current NBCOT certification as an OT. State Licensure:
Candidates must possess a full, current, and unrestricted state license to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. Grade Determinations:
Completion of one year of experience equivalent to at the GS-11 grade level and directly related to the position being filled. Demonstrated KSAs. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Knowledge of occupational therapy principles and techniques consistent with current clinical standards based on OT theory and evidence based practice. Knowledge is inclusive of physical, occupational, cognitive, and psychosocial functional deficits.(b) Ability to collaborate and communicate orally and in writing with all internal and external stakeholders.(c) Ability to use critical analysis, clinical reasoning, and creativity to independently solve complex problems related to adapting and modifying assessments, treatment plans, activities and procedures to meet the needs of patients.(d) Skill in procuring, fabricating, adjusting, adapting, and modifying orthoses, splints, and adaptive equipment for activities of daily living (inclusive of durable medical equipment).(e) Ability to conduct OT related in-service and clinical training. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
